Project Overview
DME Solutions carried out an independent second opinion review for a planned white wood pellet production facility in Bhunya, Eswatini. The work focused on reviewing the project requirements and EPC documentation before finalising the EPC contract.
Project Scope
The review assessed whether the project documentation provided a clear and reliable basis for a fixed-price, lump-sum turnkey EPC contract. The work covered EPC scope and responsibilities, interfaces and battery limits, utilities, performance requirements, testing and acceptance, and contractual risk allocation.
Methodology
DME Solutions carried out a structured review of the Employer’s Requirements and cross-checked them against the relevant appendices, EPC contract schedules, interface documentation and Responsibility Matrix. The review identified unclear requirements, potential gaps and areas where further clarification could reduce pricing, execution or acceptance risks.
Key Findings
- The project documentation provided a generally robust basis for EPC procurement and contract finalisation.
- Project scope and responsibilities were generally well defined, but some assumptions and interfaces required further clarification.
- Battery limits, utility connections and third-party interfaces were identified as important areas to define clearly before EPC implementation.
- Performance testing and acceptance requirements needed to be fully aligned across the project and contract documentation.
- The recommended clarifications were intended to reduce execution risk, improve price certainty and support smoother project deliver.
Conclusions and Next Steps
The review concluded that the Employer’s Requirements provide a solid basis for moving forward with the EPC contract, provided that the identified clarification points are addressed. The main next steps include confirming project scope and responsibilities, finalising battery limits and interfaces, aligning performance testing and acceptance requirements, and confirming that the EPC pricing reflects the agreed scope.
